| Короткий огляд (реферат): | Визначено загальні тенденції щодо проведення оцінки сталого розвитку аграрного сектору. Встановлено індикатори концепції сталого розвитку, котрі використовують в якості базових, при формуванні методологічних засад оцінки забезпечення розвитку аграрного сектору економіки України. Проведено аналіз вагомості індикаторів економічних, соціальних, екологічних та інституційних аспектів сталого розвитку та визначено найбільший вплив інституційного складника на досягнення результативності сталого розвитку аграрного сектору. Доведено необхідність розширення оціночних індикаторів сталого розвитку, котрі формують методологічні засади оцінки забезпечення розвитку аграрного сектору економіки України, в частині включення інституційного складника. |
| Опис: | At the article, the general trends of the assessment of sustainable development of the agricultural sector were justified. The identity of approaches of formation of indicators of evaluation of the sustainable development of the agricultural sector and rural areas and methods for determining the integrated indicator and its partial indices was installed according to the results of research. The key indicators of the methodological basis of the development agricultural sector evaluation's are indicators that meet the requirements of the concept of sustainable development. It was installed that active internal transformations (decentralization, opening of the land market, transfer of power to communities, introduction of European approaches to the public administration system, etc.) has influence on quality of evaluation. That’s why the formed basis of statistical and economic indicators does not provide a comprehensive description of the effectiveness of existing mechanisms of state regulation of sustainable development of the agricultural sector. In this case, the use of the method of analysis of hierarchies (MAH) expands of the opportunities of assessment in determining the composition of indicators of sustainable development in terms of qualitative criteria and allows to calculate the most important of them. The advantage of the four-factor model (MPVESEnvIns) was proved. This model identifies of the expansion of the composition of sustainable development indicators thorough of the inclusion of the institutional component. The predominant weight of the IInsASD component in comparison with such components as IEASD, ISASD, IEnvASD was installed. The introduction of methodological bases of the development agricultural sector evaluation's of Ukraine's economy, which are comprised by economic, social, environmental and institutional indicators of sustainable development, was substantiated. In addition, it was justified that the use of MAH tools allows to improve the quality and gives additional opportunities to the development agricultural sector evaluation's of Ukraine's economy. |
