| Короткий огляд (реферат): | У статті проаналізовано проблему поводження з медичними відходами в Україні. Пандемія COVID-19, повномасштабна збройна агресія Російської Федерації в Україну сформували серйозну загрозу – утворення потенційно небезпечних медичних відходів. Встановлено, що рівень нормативно-правового забезпечення з медичними відходами є досить низьким у зв’язку з сучасними викликами пандемії COVID 19 та умовами воєнного стану. Використання населенням величезної кількість засобів індивідуального захисту, не призводить до їх належного знешкодження. Розглянуто основні принципи поводження з медичними відходами такі, як принцип пріоритетності захисту навколишнього середовища та здоров’я людини від негативного впливу відходів; принцип забезпечення ощадливого використання матеріально-сировинних та енергетичних ресурсів; принцип науково-обґрунтованого узгодження екологічних, економічних та соціальних інтересів суспільства щодо утворення та використання відходів з метою забезпечення його сталого розвитку; принцип «забруднювач платить»; принцип «обережності», принцип «обов’язку дотримуватися обережності». Важливим моментом у формуванні Європейської системи поводження з медичними відходами стало прийняття Закону України «Про управління відходами». До ухвалення закону Україна була єдиною країною в Європі, яка не мала контролю над відходами. Розв’язання проблеми поводження з медичними відходами можливо за умови еволюційної зміни суспільного ставлення до відходів. Найкращим способом вирішенням проблеми утилізації медичних відходів стало б впровадження мобільних інсинераторів. |
| Опис: | The article analyzes the problem of handling medical waste in Ukraine. The COVID-19 pandemic has become a serious threat not only due to the spread of the coronavirus infection, but also due to the emergence of a new global problem that is growing not only in Ukraine, but also throughout the world – the generation of potentially dangerous medical waste, therefore it is now important to determine their place in the management system with waste, composition and possible ways of disposal. It has been established that the level of regulatory and legal support for medical waste is quite low in connection with the current challenges of the COVID 19 pandemic and the conditions of martial law. It was found that with the beginning of the COVID-19 pandemic, the full-scale armed aggression of the Russian Federation, the burden on the medical field increased. The daily use of a huge number of personal protective equipment by the population does not lead to their proper neutralization. The main principles of medical waste management include: the principle of priority protection of the environment and human health from the negative impact of waste; the principle of ensuring the economical use of raw materials and energy resources; the principle of scientifically sound coordination of ecological, economic and social interests of society regarding the generation and use of waste in order to ensure its sustainable development; the “polluter pays” principle; the precautionary principle, the precautionary principle. The main issues of waste management, which have been relevant for a long time, are outlined. The current state of legal provision of medical waste management requires proper regulation, consolidation of all important aspects of medical waste management. Traditional methods of waste management have exhausted themselves due to technical imperfection, taking into account the neutralization of their negative impact on the environment, the economic inefficiency of cumbersome technical solutions. Information and educational work should ensure an increase in the level of awareness of all interested parties and, above all, the general public about the requirements of the legislation on medical waste, the advantages of minimizing the volume of its generation, ensuring environmentally safe handling and implementing proper waste management practices. The development of separate collection and processing of waste is an integral part of increasing the efficiency of the use of natural resources. An important moment in the formation of the European system of medical waste management was the adoption of the Law of Ukraine “On Waste Management”. Before the adoption of the law, Ukraine was the only country in Europe that did not have control over waste. The solution of the problem of medical waste management is possible if there is an evolutionary change in the public attitude towards waste. The best way to solve the problem of disposal of medical waste would be the introduction of mobile incinerators. |
