| Abstract: | В статье рассмотрены существующие в философской, юридической и управленческой литературе взгляды на сущность категории "принцип". Сформулирован вывод о содержании и значении принципов. Автором обоснованно, что принципы в области права и государственного управления играют роль отправных, руководящих начал, наиболее общих требований, лежащих в основе правовых институтов и управленческих мер, и определяют их социальное содержание и назначение. Принципы имеют вид обобщенных теоретических положений, которые формируются в результате объективного развития общества, отражают его приоритеты, неотложные нужды и стремления в той или иной сферах жизни. |
| Description: | The article describes the existing philosophical, legal and management literature views on the essence of category «principle». Made an conclusion on the content and meaning of the principles. Author noticed, that the principles in the field of law and governance play a role of starting, guiding principles, the most common requirements of the underlying legal institutions and management measures, and determine then social content and purpose. Principles have the form of generalized theoretical propositions that are formed as a result of the objective development of society, reflect his priorities, urgent needs and desire in some spheres of life. |
