| Abstract: | У статті обґрунтовано основне призначення організаційного механізму розробки довгострокових стратегій. Визначено основні елементи організаційного механізму розробки довгострокових стратегій регіонального розвитку. За елементним складом такий механізм складається з державних органів влади, органів місцевого самоврядування, експертного співтовариства, суб'єктів господарювання. Виділено основні функції, реалізацію яких забезпечує організаційний механізм розробки довгострокових стратегій (структурні, організаційні, інформаційні). Визначено особливості розробки довгострокової стратегії у відповідності до предмету (складу способів розробки). Удосконалено організаційний механізм розробки довгострокових стратегій регіонального розвитку. В статье обоснованно основное назначение организационного механизма разработки долгосрочных стратегий. Определенно основные элементы организационного механизма разработки долгосрочных стратегий регионального развития. По элементному составу такой механизм состоит из государственных органов власти, органов местного самоуправления, экспертного сообщества, субъектов хозяйствования. Выделены основные функции, реализацию которых обеспечивает организационный механизм разработки долгосрочных стратегий (структурные, организационные, информационные). Определено особенности разработки долгосрочной стратегии в соответствии с предметом (состава способов разработки). Усовершенствован организационный механизм разработки долгосрочных стратегий регионального развития. |
| Description: | In the article grounded basic setting of organizational mechanism of development of long-term strategies, which consists of distributing of functions, plenary powers and responsibility between basic participants for achievement of general aims and decision of concrete tasks. Certainly basic elements of organizational mechanism of development of long-term strategies of regional development. On element composition such mechanism consists of public organs of power, organs of local self-government, expert association, management subjects. Thus the adopted element composition of organizational mechanism of development of long-term strategies of regional development does not appear in a final or completed kind, but can taking into account a current situation in a region be complemented and mutate. Basic functions realization of which is provided by the organizational mechanism of development of long-term strategies are selected (structural, organizational, informative). The complex of the transferred functions is called to allow in a sufficient measure to use the competence of participants of relations and incarnate it in the grounded decisions on the choice of remote prospects (in spatial and temporal cuts), an orientation on which will be instrumental in adaptation of the economic adjusting to the regional terms. The features of development of long-term strategy are certain in accordance with an object (composition of methods of development). Long-term strategies of regional development can be classified on: strategies of development of territory of region, strategy of development of the territorial economic system, strategy of development of regional economic space. The organizational mechanism of development of long-term strategies of regional development is improved. The organizational mechanism of realization of strategy of regional development on the element composition must contain the whole complex of measures, directed on overcoming of possible contradictions between the participants of public relations during realization of long-term strategies of regional development. |
