dc.description	In the first section of the qualification work, it was investigated that one of the approaches to determining the quality of medical care is the formation of its essence, as a set of characteristics that ensure the compliance of the provided medical care with the current needs and expectations of the patient (population), taking into account the achievements of medical science and technology. In terms of the development of approaches to the formation of the state policy of ensuring the provision of quality medical services, the formation of functional characteristics, taking into account the specifics of the industry, is important. Among which the following stand out: productivity; efficiency; optimality; admissibility; legality; justice. In the second chapter of the study, it is confirmed that the administrative influence of the state on reforming the system of providing medical services to the population is realized by using the powers of the executive power. In order to evaluate the effectiveness of the state policy of providing quality medical services to the population, it can be evaluated in terms of five groups of indicators that characterize different areas of the health care system. One of the complex indicators that characterizes the state of socio-economic development of the region are indicators of the availability and quality of services in the field of health care. The outlined dynamics determined that the predominant share in the Sumy region in 2021 will be outpatient services, the share - 58.4%, respectively, the share of inpatient services was 41.6%. An increase in the total mortality rate per 1,000 of the existing population in 2021 compared to 2019 by 1.1 was determined. In 2021, compared to 2019, the number of newborns per 1,000 of the population in the Sumy region decreased from 6.5 to 5.7. In the third section of the qualification work, the formation of methodological principles for assessing the quality of providing medical services to the population is substantiated, the functional assessment blocks are outlined; indicators that form each block; the procedure for calculating quantitative and qualitative indicators, as well as partial components forming the complex indicator Kqms. Taking into account that this methodical approach can be adapted to medical institutions of different levels, it is proposed to introduce the importance of each component, which are determined according to certain initial conditions by specialists who are part of the expert environment. Within the framework of a justified methodical approach, four levels of quality of the provision of medical services to the population are defined.	uk_UA
dc.description.abstract	В першому розділі кваліфікаційної роботи досліджено, що одним із підходів до визначення якості медичної допомоги, є формування її сутності, як сукупності характеристик, що забезпечують відповідність наданої медичної допомоги поточним потребам і очікуванням пацієнта (населення), з урахуванням досягнень медичної науки і техніки. В частині розробки підходів до формування державної політики забезпечення надання якісних медичних послуг важливим є формування функціональних характеристик, з урахуванням специфіки галузі. Серед яких виділяють наступні: результативність; ефективність; оптимальність; прийнятність; законність; справедливість. В другому розділі дослідження підтверджено, що управлінський вплив держави на реформування системи надання медичних послуг населенню реалізується шляхом використання повноважень виконавчої влади. Для проведення оцінки результативності державної політики надання якісних медичних послуг населенню та може бути оцінено в розрізі п’яти груп індикаторів, котрі характеризують різні сфери системи охорони здоров’я. Одним із комплексних індикаторів, котрий характеризує стан соціально-економічного розвитку регіону є показники доступності та якості послуг у сфері охорони здоров’я. Окреслена динаміка визначила, що переважну частку в Сумській області в 2021 р. складають амбулаторні послуги, частка - 58,4%, відповідно частка стаціонарних послуг склала 41,6%. Визначено зростання загального коефіцієнту смертності на 1000 наявного населення в 2021 р. в порівнянні з 2019 р. на 1,1. В 2021 р. в порівнянні з 2019 р. в Сумській області встановлено зниження кількості новонароджених на 1000 наявного населення з 6,5 до 5,7. В третьому розділі кваліфікаційної роботи обґрунтовано формування методичних засад до оцінки якості надання медичних послуг населенню, окреслено функціональні блоки оцінки; показники, котрі формують кожен блок; порядок розрахунку кількісних та якісних показників, а також часткові складники, що формують комплексний показник Kqms. Враховуючи те, що даний методичний підхід може бути адаптовано до лікувальних закладів різних рівнів, запропоновано ввести вагомість кожного складника, котрі визначаються відповідно до певних вихідних умов фахівцями, котрі входять до складу експертного середовища. В рамках обґрунтованого методичного підходу визначено чотири рівні якості надання медичних послуг населення.	uk_UA
