dc.description	The first section of the qualification work investigated that state regulation of the process of providing medical services in the primary health care system consists of the use of management functions and existing mechanisms for distributing resources and personnel in order to preserve and improve the health indicators of the population. The basis for state management of the system of primary health care services is the state health policy, which aims to ensure equal conditions for timely access to these services for every citizen. Public administration in the field of health care is carried out through a number of measures: adoption of regulatory legal acts that regulate medical activities; ensuring the availability of medical services, including for people with disabilities; state control and supervision in the field of health care. The second section of the study confirmed the decrease in the number of declarations concluded in 2024 compared to 2022, which amounted to 736 units. In the general structure of the population of the Lipovodolynsk TG, declarations were concluded with 80.8% in 2022, 80.4% in 2023 and 78.2% in 2024 of the population. The share of children in the total number of declarations concluded did not decrease significantly during the studied period and amounted to 20.3% in 2024. Analysis of fixed assets indicators shows the following: the cost of fixed assets in 2024 increased significantly compared to 2022, although it remained slightly lower than the level of 2023. This growth is explained by the increase in the cost of fixed assets. Thus, the material and technical support of the KNP "Lypovodolinskyi Primary Health Care Center" is improving, which contributes to improving the quality and accessibility of primary health care in the community. The third section of the qualification work justifies the development of a comprehensive index for assessing the provision of primary health care, which includes a system of assessments in terms of quantitative and qualitative indicators. It is proposed to choose a three-dimensional assessment scale for quantitative indicators: low, medium and high level. For those indicators that have appropriate international characteristics, use established criteria. For those indicators that are exclusively national in nature and do not have international comparisons, it is proposed to develop an assessment scale based on the results of a survey of the expert environment. It is proposed to evaluate qualitative indicators using a two-dimensional scale that characterizes the presence or absence of a certain characteristic and is converted into points of 1 and 0.	uk_UA
dc.description.abstract	В першому розділі кваліфікаційної роботи досліджено, що державне регулювання процесом надання медичних послуг в системі первинної медичної допомоги полягає у використанні керівних функцій та діючих механізмів розподілу ресурсів та кадрів з метою збереження та поліпшення показників здоров’я населення. В основі державного управління системою надання первинних медичних послуг лежить державна політика охорони здоров’я, мета якої – забезпечити рівні умови своєчасного доступу до отримання таких послуг для кожного громадянина. Публічне адміністрування у сфері охорони здоров’я здійснюється через низку заходів: ухвалення нормативно-правових актів, які регламентують медичну діяльність; забезпечення доступності медичних послуг, в т.ч. для людей з обмеженими можливостями; державний контроль та нагляд в галузі охорони здоров’я. . В другому розділі дослідження підтверджено, зменшення кількості укладених декларацій в 2024 р. в порівнянні з 2022 р., що склало 736 од. В загальній структурі населення Липоводолинської ТГ, декларації були укладені з 80,8% в 2022 р., 80,4% в 2023 р. та 78,2% в 2024 р населення. Частка дітей в загальній кількості укладених декларацій знизилась протягом досліджуваного періоду не суттєво і склала в 2024 р. 20,3%. Станом на 31.12.2024 р. у структурі КНП "Липоводолинський ЦПМСД" функціонує п’ять АЗПСМ та одинадцять ФАПів. Аналіз показників основних фондів свідчить про наступне, що вартість основних фондів у 2024 р. значно зросла порівняно з 2022 р., хоча залишилася трохи нижчою за рівень 2023 р. Такий ріст пояснюється збільшенням вартості основних фондів. Таким чином, матеріально-технічне забезпечення КНП «Липоводолинський ЦПМСД» покращується, що сприяє підвищенню якості та доступності первинної медичної допомоги в громаді. В третьому розділі кваліфікаційної роботи обґрунтовано розробку комплексного індексу оцінки надання первинної медичної допомоги, який включає систему оцінок в розрізі кількісних та якісних показників. Запропоновано для кількісних показників обрати тривимірну шкалу оцінки: низький, середні та високий рівень. Для тих показників, котрі мають відповідні міжнародні характеристики використовувати встановлені критерії. Для тих показників, котрі мають виключно національну природу та не мають міжнародних співставлень запропоновано розробити шкалу оцінок за результатами опитування експертного середовища. Якісні показники запропоновано оцінювати через двовимірну шкалу, котра характеризує наявність або відсутність певної характеристики та конвертується у бали 1 і 0.	uk_UA
