dc.description	On the basis of the conducted research of the reform of local self-government bodies, which takes place on the basis of decentralization, through the creation of self-sufficient territorial communities, the advantages and problems faced by the newly created administrative-territorial units are identified. The concept and essence of «territorial community» is revealed in the article through the prism of its main categories «capacity» and «ability», that is, based on the term «self-sufficiency», we believe that it is not just an action or a right to act, but an active action for the sake of obtaining result, economic benefits. Weaknesses are shown in the creation of self-sufficient territorial associations, due to the lack of qualification or lack of qualified specialists, the inability to use traditional tools and technologies of project management in local government, limited state and regional financial resources for project implementation. Features and diversity of local government projects, problems of their adaptation to the conditions of activity of territorial communities require coordination and scientific support, which will be the key to effective and effective strategic activity on local development. In order to coordinate and improve the management of strategic socio-economic development of the territories, we have proposed the creation of project offices at regional (regional) levels. The project office is a structural unit whose main tasks will be consulting and scientific support for community development projects; training of community management staff, analysis and monitoring of project implementation in order to respond promptly to the outcome. One of the ways to solve this issue is to consider outsourcing the functions of the project office to a specialized organization. Outsourcing, as a management tool, aims to improve the efficiency and competitiveness of operations. It is envisaged to transfer not only minor business functions, but also the basic ones, the outsourcer using his means, knowledge and skills in accordance with the needs of the customer, in case of additional involvement of the staff, will ensure the quality and effectiveness of its activities.	uk_UA
dc.description.abstract	На підставі проведеного дослідження реформи органів місцевого самоврядування, визначено переваги та проблеми з якими стикаються новостворені адміністративно-територіальні одиниці. Розкрито сутність поняття «територіальна громада», показано слабкі місця при створенні самодостатніх територіальних об’єднань, пов’язані з недостатньою кваліфікацією або відсутністю кваліфікованих фахівців, не можливістю застосування традиційних інструментів і технологій проектного управління в умовах місцевого самоврядування, обмеженістю державних та регіональних фінансових ресурсів, які направляються на реалізацію проектів. Запропоновано створення проектних офісів на обласних (регіональних) рівнях, з метою координації та вдосконалення управління стратегічним соціально-економічним розвитком територій. На основании проведенного исследования реформы органов местного самоуправления, определены преимущества и проблемы, с которыми сталкиваются вновь созданные административно-территориальные единицы. Раскрыта сущность понятия «территориальная община», показано слабые места при создании самодостаточных территориальных объединений, связанные с недостаточной квалификацией или отсутствием квалифицированных специалистов, не возможностью применения традиционных инструментов и технологий проектного управления в условиях местного самоуправления, ограниченностью государственных и региональных финансовых ресурсов, направляемых на реализацию проектов. Предложено создание проектных офисов на областных (региональных) уровнях, с целью координации и совершенствования управления стратегическим социально-экономическим развитием территорий.	uk_UA
