| Abstract: | У статті обґрунтовано поняття терміну «земельна політика», здійснена оцінка стану реалізації земельної політики у галузі земельних відносин, який характеризується як недостатньо задовільний та стану реалізації земельної політики галузі використання та охорони земель, який оцінюється як незадовільний. Проведена оцінка стану реалізації земельної політики у галузі земельних відносин характеризується як недостатньо задовільна і змінилася із 2013 р. до 2025 р. із 54% до 51%. Стан реалізації земельної політики галузі використання та охорони земель оцінюється як незадовільний і змінився із 2013 р. до 2025 р. із 43% до 33%. Значно гірша ситуація щодо механізмів реалізації земельної політики щодо планування використання земель (10%), економічного стимулювання раціонального використання та охорони земель (10%), моніторингу земель (15%), землеустрою (30%). Визначені основні проблеми такого стану земельної політики та напрями її подальшого розвитку. Розроблена логічно-змістовна модель етапів формування та реалізації державної земельної політики в Україні. |
| Description: | The article substantiates the concept of the term "land policy" - this is the activity of society, the state, executive authorities and territorial communities, which is aimed at regulating land relations, rational use and protection of land and improving the natural environment of the land use system, effectively combining the functions of land resources and environmental protection, ensuring food, environmental and other security of citizens of the country. The assessment of the state of implementation of land policy in the field of land relations is characterized as insufficiently satisfactory and changed from 2013 to 2025 from 54% to 51%. The state of implementation of land policy in the field of land use and protection is assessed as unsatisfactory and changed from 2013 to 2025 from 43% to 33%. The situation is much worse regarding the mechanisms for implementing land policy in terms of land use planning (10%), economic stimulation of rational use and protection of land (10%), land monitoring (15%), land management (30%). It was found that this state of land policy implementation is due to existing problems: 1) lack of a strategy for the development of land management and land relations, organization of land use and protection; 2) unsatisfactory institutional support. In particular, the lack of a systematic and coordinated with legislative acts regulating activities and relations in other spheres of public life, transparency and control of land management bodies; 3) shortcomings in the organizational support of the processes of land policy formation and implementation; low efficiency of the land management system and land use; 4) lack of a nationwide program for land use and protection; 5) land degradation; 6) bringing the institution of land ownership into line with constitutional requirements; 7) transition to a new paradigm for the development of land use planning and land use organization and the restoration of the role of the state in their implementation, etc. The main directions of improving land policy in Ukraine have been identified, in particular: 1) a new model of the institutional (including land planning) process of forming land relations and the land use system according to the paradigm of “space - territory - land use system - land use regime - land plot”; 2) development of the land planning system on the basis of the conceptual provisions of the new version of the draft law of Ukraine “On Land Planning”; 3) consolidation of land plots of owners of land shares (shares); 4) provision of the main scientific directions of theoretical and methodological research of state land policy in terms of studying its accompanying institutions, procedures, norms, models and motives of behavior of participants in these processes and the possibilities of their social interaction in the formation of state and political processes. A logical and meaningful model of the stages of formation and implementation of state land policy in Ukraine has been developed. |
