Administration and economic justification the use of medical drugs by health care institutions of Ukraine on the example of medical cannabis drugs

Abstract

In Ukraine, the problem with the black market is actually very significant and widespread in virtually all regional centers and large cities. This can be understood by seeing a large number of graffiti with tags on the house or stickers with the same tags in transport, which are a simple advertising method of spreading the name of online stores that sell substances prohibited by the law of Ukraine. These substances obviously include cannabis, because it is the most widespread illicit drug in Ukraine. Sometimes even patients have to use the services of this kind of black market, because the cannabis-based medications they need are prohibited in Ukraine. Scientists abroad are constantly engaged in various types of research related to substances prohibited in our country, which leads to the discovery of the hidden potential of these plants, which could be used in such a way that it would benefit society. The issue of cannabis legalization began to be reviewed in the nineties of the last century in the United States of America. It was there that individual states were the first to legalize cannabis for medical purposes. In the European Union, almost all countries use medical cannabis for medical purposes, that is, at the international level, cannabis has already ceased to be considered a dangerous drug, and meanwhile, the laws of Ukraine do not try to adapt to this kind of substance in any way, and prohibit any attractions with it. In this study was analyzed the theoretical and methodological aspects of the use of drugs based on medical cannabis by health care institutions of Ukraine; the current state and problems of administration of circulation of medical cannabis for medical purposes; interested persons (stakeholders) and the medical use of cannabis in Ukraine; the administrative and economic rationale for the use of medical drugs based on cannabis in the world; were determined ways to improve the administrative and economic regulation of the use of medicinal products containing cannabis by health care institutions of Ukraine; was built model management and control structures for the production and distribution of medical preparations from medical hemp in Ukraine; was developed a concept of changes in state policy regarding the regulation of the use of medicinal products containing cannabis by health care institutions of Ukraine, taking into account international experience.
