Abstract:

В першому розділі кваліфікаційної роботи встановлено, що особливий рівень управління щодо формування кадрового потенціалу сфери охорони здоров'я - це працівники лікувальних закладів. Оскільки медичні працівники є основним джерелом реалізації медичних послуг на всіх рівнях, основні елементи порядку реалізації державної політики щодо діяльності працівників створюються саме в цьому напрямку. Якість та ефективність системи охорони здоров’я значною мірою залежить від робочої сили. Дані аспекти визначають необхідність розробки єдиних правил в рамках реалізації державної політики щодо кадрового забезпечення галузі на національному рівні, котрі будуть виступати основою для розробки локальних правил та враховувати досягнуті результати реформування сфери охорони здоров’я. В другому розділі дослідження підтверджено, що протягом досліджуваного періоду, що загальний показник стану кадрового забезпечення свідчить про зростання кількості лікарів та молодшого медичного персоналу на 13831 особу (5,0%). В частині оцінки стану забезпеченості лікарями на 10,0 тис. населення, очевидним є скорочення кількості фахівців з 38,0 в 2015 р. до 35,4 в 2022 р. В той же час, динаміка стану забезпеченості лікарями-лікувальниками на 100,0 тис. населення підвищилась з 25,0 осіб в 2015 р. до 25,3 осіб в 2022 р. найбільша частка в структурі вікового складу, належить лікарям віком від 25 до 40 років. Частка даної категорії в загальній структурі зменшилась до 35,6% в 2022 р. в порівнянні з 40,9% - 2020 р. В третьому розділі кваліфікаційної роботи визначено, що основою підвищення кваліфікації працівників системи охорони здоров'я, в рамках реалізації державної політики, є оцінка їх професійних навичок, яка має здійснюватися на основі впровадження моделі компетентностей для певної посади. Запровадження означеного підходу дасть змогу реально оцінити потребу в освіті та кваліфікації медичного персоналу. Обґрунтовано алгоритм впровадження системи підвищення кваліфікації медичних працівників в рамках діяльності УОЗ СМР. Розроблено методичний підхід, котрий дозволить оцінити якість роботи медичного персоналу, як окремого лікувального закладу, так і в розрізі лікарських спеціалізацій. Запропоновано до практичної імплементації заходи державної політики спрямовані на формування кадрового резерву управлінського персоналу сфери охорони здоров’я.

In the first section of the qualification work, it was established that a special level of management regarding the formation of personnel potential in the field of health care is the employees of medical institutions. Since medical workers are the main source of implementation of medical services at all levels, the main elements of the order of implementation of state policy regarding the activities of workers are created precisely in this direction. The quality and efficiency of the health care system largely depends on the workforce. These aspects determine the need to develop uniform rules within the framework of the implementation of the state policy on staffing of the industry at the national level, which will serve as the basis for the development of local rules and take into account the achieved results of reforming the health care sector. In the second section of the study, it was confirmed that during the studied period, the general indicator of the state of personnel support shows an increase in the number of doctors and junior medical personnel by 13,831 persons (5.0%). Regarding the assessment of the state of supply of doctors per 10,000 population, it is obvious that the number of specialists will decrease from 38,0 in 2015 to 35,4 in 2022. At the same time, the dynamics of the state of supply of medical doctors per 100,000 thousand population increased from 25.0 people in 2015 to 25.3 people in 2022. The largest share in the age structure belongs to doctors aged 25 to 40. The share of this category in the overall structure decreased to 35.6% in 2022 compared to 40.9% in 2020. In the third section of the qualification work, it is determined that the basis of improving the qualifications of health care workers, within the framework of the implementation of state policy, is the assessment of their professional skills, which should be carried out on the basis of the implementation of the competence model for a certain position. The algorithm for implementing the system of improving the qualifications of medical workers within the framework of the activities of the UOZ SMR is substantiated. A methodical approach has been developed that will allow assessing the quality of work of the medical staff, both in a separate medical institution and in terms of medical specializations. It has been established that the medical institutions under the supervision of the UOZ of the SOR received a value that characterizes the level of knowledge and skills of the medical staff, which fully meets the established quality requirements. State policy measures aimed at forming a personnel reserve of managerial personnel in the field of health care are proposed for practical implementation.
