Abstract:

У кваліфікаційній роботі досліджено теоретичні основи публічного управління системою звітності та контролю у органах місцевого самоврядування. Проведено його аналіз та виявлено особливості даної системи. Запропоновані шляхи удосконалення системи публічного управління системою звітності та контролю у органах місцевого самоврядування. В результаті проведеного дослідження було визначено, що основне завдання публічного управління на рівні територіальних громад полягає саме в тому, щоб забезпечити баланс між місцевими потребами та загальнодержавними інтересами. Це вимагає значного підвищення «інтелектуального» потенціалу систем управління, застосування сучасних технологій і методів управлінської діяльності. Публічне управління територіальними громадами забезпечує правове та організаційне підґрунтя для діяльності органів місцевого самоврядування, спрямованої на задоволення потреб громади та досягнення державних цілей. Ефективне управління громадою передбачає глибоке розуміння її особливостей та потреб. З огляду на викладене вище, автором запропоновано таке визначення поняття: публічне управління в органах місцевого самоврядування – це комплексна система, яка поєднує в собі різні види управління (державне, муніципальне, суспільне) для реалізації складних соціальних процесів на місцевому рівні. Результат аналізу діяльності Лебединської міської ради як представника органу місцевого самоврядування вказує на проблеми і недоліки управління звітністю та контролем в органах місцевого самоврядування. В умовах війни з’являються нові виклики перед органами державної та місцевої влади у сфері цифровізації, зокрема, впровадження нових цифрових рішень та розширення переліку електронних адміністративних послуг, прозорості звітності та спрощення процедур контролю, а також можливості участі громадськості у прийнятті рішень, що стосуються функціонування громади. Цифрова трансформація виступає одним із стратегічних завдань розвитку територіальних громад, основні пріоритети та цілі якої чітко визначені на найближчу перспективу. З метою вирішення зазначених проблем запропонований алгоритм розробки стратегії розвитку Лебединської громади, визначені основні стратегічні цілі.

Description:

The qualification work examines the theoretical foundations of public administration of the system of reporting and control in local government. Its analysis was carried out and the peculiarities of this system were identified. Ways to improve the system of public administration of the system of reporting and control in local government are proposed. As a result of the study, it was determined that the main task of public administration at the level of territorial communities is to ensure a balance between local needs and national interests. This requires a significant increase in the ‘intellectual’ potential of management systems, the use of modern technologies and methods of management. Public administration of territorial communities provides the legal and organisational basis for the activities of local governments aimed at meeting the needs of the community and achieving state goals. Effective community management requires a deep understanding of its characteristics and needs. In view of the above, the author proposes the following definition of the concept: public administration in local government is a complex system that combines different types of governance (state, municipal, public) to implement complex social processes at the local level. The results of the analysis of the Lebedyn сity сouncil as a representative of a local government body indicate problems and shortcomings in the management of reporting and control in local governments. In the context of the war, new challenges arise for state and local authorities in the field of digitalisation, including the introduction of new digital solutions and the expansion of the list of electronic administrative services, transparency of reporting and simplification of control procedures, as well as the possibility of public participation in decision-making related to the functioning of the community. Digital transformation is one of the strategic objectives of territorial community development, with its main priorities and goals clearly defined for the near future. In order to solve these problems, an algorithm for elaborating a development strategy for the Lebedyn community is proposed, and the main strategic goals are identified.
