Короткий опис(реферат):

Магістерська робота присвячена дослідженню проблем та перспектив реформи адміністративно-територіального устрою в Україні на районному рівні. У магістерській роботі: аналізуються поняття, система та принципи адміністративно-територіального устрою України, досліджено особливості зарубіжного та вітчизняного досвіду територіальної організації влади. Визначені конституційні та організаційні засади реформування адміністративно територіального устрою в Україні на сучасному етапі. Практичне значення одержаних результатів полягає в можливості врахування узагальнених знань щодо особливостей, завдань та змісту реформи адміністративно-територіального устрою на районному рівні в діяльності органів публічної влади. Робота відбиває стан проблематики визначення поняття адміністративної реформи в національній доктрині, спрямована на узагальнення і критичний аналіз наукових напрацювань щодо пошуку найбільш повної дефініції й уточнення ознак адміністративної реформи. За наявності значної кількості наукових досліджень зазначена відсутність нормативно-правового та загальновизнаного наукового визначення поняття адміністративної реформи. Виявлення смислу поняття адміністративної реформи здійснюється через встановлення значення його складових термінів – «реформа» й «адміністративна», уточнення понятійних ознак. Інтерпретація поняття «реформа» загалом не викликає нерозв’язаних проблем, на відміну від поняття «адміністративна», значення якого встановлюється через поняття державного, або публічного, управління, що само є прикладом дискусій. Зауважено, що визначення поняття адміністративної реформи науковцями конструюються з урахуванням таких взаємопов’язаних внутрішніх компонентів, як мета, об’єкт, предмет, суб’єкти, засоби (або шляхи) та зміст.

Суть розробки, основні результати:

The master's thesis is devoted to the study of the problems and prospects of the reform of the administrative-territorial system in Ukraine at the district level. The master's thesis: analyzes the concepts, system and principles of the administrative territorial system of Ukraine, explores the features of foreign and domestic experience of territorial organization of power. Determines the constitutional and organizational principles of reforming the administrative-territorial system in Ukraine at the present stage. The practical significance of the results obtained lies in the possibility of taking into account generalized knowledge regarding the features, tasks and content of the reform of the administrative-territorial system at the district level in the activities of public authorities. The work reflects the state of the problems of defining the concept of administrative reform in the national doctrine, aimed at generalizing and critically analyzing scientific developments in the search for the most complete definition and clarification of the features of administrative reform. Despite the presence of a significant number of scientific studies, the absence of a regulatory and generally recognized scientific definition of the concept of administrative reform is noted. The meaning of the concept of administrative reform is revealed by establishing the meaning of its constituent terms - "reform" and "administrative", clarifying conceptual features. The interpretation of the concept of "reform" generally does not cause unresolved problems, unlike the concept of "administrative", the meaning of which is established through the concept of state, or public, administration, which itself is an example of discussions. It is noted that the definition of the concept of administrative reform is constructed by scientists taking into account such interconnected internal components as the goal, object, subject, subjects, means (or ways) and content.
