Аналізуються виклики та механізми фінансового забезпечення територіальних громад України в умовах воєнного стану, підкреслюючи нерівномірність виконання місцевих бюджетів та важливість адаптації до нових пріоритетів. Дослідження висвітлює необхідність посилення міжмуніципальної співпраці та впровадження середньострокового бюджетного планування для сталого розвитку громад.
