Improving the management system of the Service Support Agriculture–Culture–Tourism for Integration in Rural Revitalization

Abstract

The theoretical contribution of this study lies in establishing an analytical framework encompassing "rural revitalization, integration of agriculture, culture, and tourism, and public service infrastructure," thereby enhancing the application of public service supply theory in rural contexts. Its practical value is demonstrated by strategies tailored to Qingdao's specific conditions, such as the "facility adoption" and "digital talent development" initiatives, which have proven effective in pilot zones and can serve as a reference for similar regions nationwide. Under the strategy of rural revitalization, the integration of agriculture, culture, and tourism is the core path to activate rural resources and achieve industrial prosperity. This article takes Qingdao City, Shandong Province as the research object, focusing on the issue of public service support in the integration of agriculture, culture, and tourism. Literature research, case analysis, quantitative analysis, and comparative research methods are adopted, combined with the latest data from 2024-2025 to conduct research. The results show that Qingdao has built 12 city level agricultural, cultural, and tourism demonstration areas, forming a practical foundation for the "three integrations" transportation model and shared facilities between hosts and guests. Research the construction of a "1+3+N" diversified collaborative supply system, propose optimization strategies such as upgrading transportation and logistics, integrating cultural and tourism facilities, and intelligentizing digital services, as well as supporting policy packages, diversified funding, and "millions" talent guarantee mechanisms. The conclusion points out that Qingdao needs to promote the upgrading of public services from "coverage" to "quality". The research not only improves the theoretical framework of agricultural, cultural and tourism public services, but also provides replicable practical experience for similar coastal villages in Shandong Province and even the whole country.
