Abstract:
The article is devoted to the study of the current issue of the development and implementation of a modern land management system as a direction of land relations development, taking into account the development of geographic information systems, mathematical modeling tools and international experience. To implement a land management system, it is proposed to ensure the comprehensive application of the distribution or determination of land rights; intensification of the processes of determining boundaries between plots; increasing the level of informatization of land relations; ensuring transparency of procedures regulating land transactions, including sale, lease; resolving uncertainty or resolving disputes regarding land rights and boundaries; using modern tools and implementing land planning, control and monitoring processes; ensuring procedures for assessing and taxing land; active public participation and bureaucratic transparency; increasing the level of visualization of land management elements; increasing the efficiency of managing land resource restrictions, etc.

Стаття присвячена дослідженню актуального питання розробки та впровадження сучасної системи управління земельними ресурсами як напрямку розвитку земельних відносин, враховуючи розвиток геоінформаційних систем, інструментів математичного моделювання та міжнародний досвід. Для впровадження системи управління земельними ресурсами пропонується забезпечити комплексне застосування розподілу або визначення права на землю; інтенсифікацію процесів визначення меж між ділянками; підвищення рівня інформатизації земельних відносин; забезпечення прозорості процедур, що регулюють земельні операції, включаючи продаж, оренду; вирішення невизначеності або вирішення спорів щодо земельних прав та меж; використання сучасних інструментів та впровадження процесів землепланування, контролю та моніторингу; забезпечення процедур оцінки та оподаткування земель; активну участь громадськості та бюрократичну прозорість; підвищення рівня візуалізації елементів землеустрою; підвищення ефективності управління обмеженнями земельних ресурсів тощо.
