dc.description	The work is devoted to the researching and determining the role and the place of financial and environmental security in the system of natural resources' use. The environmental management based on a systematic approach that will increase efficiency of the investigation the relationship between security elements and elements of natural resources' use has been proposed to consider. The author dedicated financial security as the key component of economic security while ensuring effective environmental management. The regional aspect of the investigation of organizational and economic basics of natural resources' use system has been grounded. Based on the analysis the interaction and interrelationship of the indicators of environmental and financial security in the context of the subjects of natural resources' use has been considered. The subjects of natural resources' use are local authorities, businesses and households. The transformation of interactions between ecological, economic and financial security has been grounded. The system of regional natural resources' use with the following main elements: management subsystem, driven subsystem, subsystem of regulatory and information management, economic (production) subsystem, natural subsystem, financial subsystem, - has been submitted. The functioning of the system of regional natural resources' use is realized under the influence of traditionally formed and innovation-oriented factors and based on the key systematized principles of environmental management. The directions of relationship between components of financial and environmental security, on the one side, and elements of natural resources' use, - on the other, have been investigated and grounded. As structural and functional components of the financial and environmental security author identified: theoretical basis, methodological and practical implementation of the security. It has been proved that in order to provide the effective process of regional natural resources' use the systematic approach to the management of the region security should be used. Moreover, close links between its components should be taken into account. It will improve the performance of the region' activity and increase the level of social and economic life of the population.	uk_UK
dc.description.abstract	Проаналізовано систему регіонального природокористування, визначено основні її складові, обґрунтовано доцільність трансформації характеру взаємодії екологічної та економічної складових безпеки. Доведено, що для забезпечення ефективного процесу регіонального природокористування доцільно системно підходити до управління рівнем безпеки регіону, шляхом врахування тісного зв’язку між окремими її складовими, що дозволить покращити результати діяльності регіону та підвищити рівень соціально-економічного життя населення. Проанализировано систему регионального природопользования, определены основные ее составляющие, обоснована целесообразность трансформации характера взаимодействия экологической и экономической составляющих безопасности. Доказано, что для обеспечения эффективного процесса регионального природопользования целесообразно системно подходить к управлению уровнем безопасности региона, путем учета тесной связи между отдельными ее составляющими, что позволит улучшить результаты деятельности региона и повысить уровень социально-экономической жизни населения.	uk_UK
